Student Guidelines

Student Discipline Instructions in Institutions of the Ministry of Higher Education and Scientific Research No. 160 of 2007, as amended by Instruction No. 169 of 2018.

Article 1

The student is obligated to:

First – To abide by the laws, regulations, internal bylaws, instructions, and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (university, authority, college, institute).

Second – To refrain from any actions that may infringe upon religious beliefs, national unity, or patriotic sentiments, or intentionally incite sectarian, ethnic, or religious strife, whether verbally or in deed.

Third – To refrain from any actions that may harm the reputation of the Ministry or its institutions, whether verbally or otherwise, inside or outside of them.

Fourth – To avoid any behavior that contradicts the principles of university conduct, including high discipline, respect for the administration, faculty, and staff, and fostering collegial and cooperative relationships among students.

Fifth – To maintain exemplary and disciplined conduct, which will positively impact the student's chances of being appointed to or nominated for scholarships and fellowships. Sixth – Refrain from any action that disrupts order, tranquility, and peace within the university campus (college or institute), or from participating in, inciting, or concealing such actions.

Seventh – Preserve the study materials and property of the university, institution, college, or institute.

Eighth – Do not disrupt the smooth running of studies and maintain the discipline required for lectures, seminars, or activities held within the university campus (college or institute).

Ninth – Adhere to the prescribed student uniform, taking into account the specific regulations of each university or institution.

Tenth – Avoid advocating for organizations that deepen division or practice any form of political, religious, or social persecution.

Eleventh – Avoid promoting any political party, organization, ethnic, national, or sectarian group, whether through displaying pictures, banners, posters, or holding seminars. Twelfth – Inviting partisan figures to give lectures or hold partisan or religious propaganda seminars on campus is prohibited in order to preserve national unity.

Thirteenth – Using mobile phones, personal computers, or other devices in a manner that harms collegial relations and violates public decency on campus is prohibited.

Fourteenth – Students are prohibited from attending the college or institute while intoxicated or under the influence of drugs.

Article 2

A student will be issued a warning if they commit any of the following violations:

First – Failure to adhere to the prescribed uniform of the university or institution.

Second – Harming collegial relations among students or verbally abusing another student.

Article 3

A student will be issued a warning if they commit any of the following violations:

First – An act that warrants a warning, after having previously received a warning.

Second – Disrupting order, tranquility, and peace on campus, within the institution, college, or institute.

Article 4

A student shall be suspended for thirty (30) days if they commit any of the following violations:

First – An act that warrants a warning, after having already received a warning.

Second – Verbal abuse directed at any member of the university staff who is not a faculty member.

Third – Defaming a faculty member in a manner that is offensive to them, whether inside or outside the college or institute.

Fourth – Posting posters – within the university campus – that violate public order and decency.

Article 5

A student shall be temporarily suspended from the university for a period not exceeding one academic year if they commit any of the following violations:

First – Repeatedly committing any of the acts stipulated in Article (4) of these regulations.

Second – Engaging in or inciting sectarian or ethnic groups, or political or partisan gatherings, within the university campus. Third – Assaulting a member of the university community who is not a faculty member.

Fourth – Using violence against fellow students, threatening them, or attempting to blackmail them with photos, recordings, or any other means.

Fifth – Threatening to commit acts of armed violence.

Sixth – Carrying weapons of any kind, with or without a permit, or carrying bladed, blunt, or harmful objects of any kind within the university campus and its facilities.

Seventh – Intentionally or through gross negligence causing damage to the property of the university, institution, college, or institute.

Eighth – Insulting national unity or religious beliefs.

Ninth – Verbally abusing a faculty member inside or outside the college or institute.

Tenth – Damaging the reputation of the university or institution through words or actions.

Eleventh – Deliberately disrupting the proper conduct of studies. Twelfth – Proven to have committed fraud or deception against fellow students and faculty or staff of the college or institute.

Article 6

A student shall be permanently expelled from the college or institute by a decision of the University Council and have their registration cancelled if they commit any of the following violations:

First – Repeating any of the violations stipulated in Article (5) of these regulations.

Second – Physically assaulting a member of the teaching staff or lecturer at the university, institution, college, or institute.

Third – Committing an act that is indecent and contrary to public morals and decency.

Fourth – Submitting any forged documents, books, or papers, knowing them to be forged, or being an instigator of forgery.

Fifth – Proven to have committed, participated in, or assisted in any act that disrupts security and tranquility within the university campus.

Sixth – Being convicted of a felony or misdemeanor involving moral turpitude for which the sentence exceeds one year.

Article 7

First – Imposing the penalties stipulated in Articles (2), (3), (4), (5), and (6) of these instructions on a student who violates the regulations does not preclude imposing other penalties if the violation falls under the purview of penal laws.

Second – If a criminal case is filed against a student for an act attributed to him outside the university campus, consideration of his disciplinary punishment shall be postponed until the criminal case is resolved and a final judgment is issued.

Article 8

First / The Dean of the College or Institute shall form a Disciplinary Committee
