F - Appendix 6: Student Discipline Instructions in the Institutions of the Ministry of Higher Education and Scientific Research No. 160 of 2007, as amended by Instruction No. 169 of 2018
Article 1/
The student shall adhere to the following:
First - Compliance with the internal laws, regulations, instructions, and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (university, college, institute).
Second - Refraining from harming religious beliefs, national unity, or patriotic sentiments, or deliberately inciting sectarian, ethnic, or religious strife, whether through words or actions.
Third - Refraining from damaging the reputation of the Ministry or its institutions, whether through words or actions, inside or outside of them.
Fourth - Avoiding all conduct that contradicts university conduct, including high discipline, respect for the administration, faculty, and staff, and collegial and cooperative relationships among students.
Fifth - Upholding disciplined and upright conduct that will positively influence the student's appointment and nomination for scholarships and fellowships
Sixth - Refrain from any action that would disrupt order, tranquility, and peace within the university campus (college or institute), or from participating in, inciting, or concealing such actions.
Seventh - Preserve the study materials and property of the university, institution, college, or institute.
Eighth - Not disrupting the smooth running of studies and maintaining the discipline required for the conduct of lectures, seminars, or activities held within the university campus (college or institute).
Ninth - Adhere to the prescribed uniform for students, taking into account the specificities of each university or institution.
Tenth - Avoid calling for the establishment of organizations that would deepen division or practice any form of political, religious, or social persecution.
Eleventh - Avoid promoting any political party, organization, ethnic, national, or sectarian group, whether through displaying pictures, banners, posters, or holding seminars.
Twelfth - Not inviting partisan figures to give lectures or hold partisan or religious propaganda seminars within the university campus in order to preserve national unity
Thirteenth - Not using a mobile phone, personal computer, or other devices in a manner that harms collegial relations and public decency on campus.
Article 2/
Fourteenth - Not attending college or institute while intoxicated or under the influence of drugs.
A student shall be warned if they commit one of the following violations:
First - Failure to adhere to the uniform prescribed by the university or institution.
Second - Harming collegial relations among students or verbally abusing another student.
Article 3/
A student shall be penalized with a warning if they commit one of the following violations:
First - An act warranting a warning, having previously been penalized with a warning.
Second - Disrupting order, tranquility, and peace in the university, institution, college, or institute.
Article 4/
A student shall be penalized with suspension for thirty (30) days if they commit one of the following violations:
First - An act warranting a warning, having previously been penalized with a warning.
Second - Verbally abusing a member of the university staff who is not a faculty member.
Third - Defaming a faculty member in a manner that is offensive to them, whether inside or outside the college or institute.
Fourth - Posting stickers - within the university campus - that disrupt public order and morals.
Article 5/
A student shall be penalized with temporary suspension from the university for a period not exceeding one academic year if they commit one of the following violations
:
First - Repeatedly committing one of the acts stipulated in Article (4) of these instructions
Second - Engaging in or inciting sectarian or ethnic gatherings, or political or partisan assemblies, within the university campus.

Third - Actually assaulting any member of the university community who is not a faculty member.
Fourth - Using violence against fellow students, threatening them, or attempting to blackmail them with photos, recordings, or any
other means.
Fifth - Threatening to commit acts of armed violence.
Sixth - Carrying weapons of any kind, with or without a permit, or carrying sharp, blunt, or harmful instruments
of any kind within the university campus and its facilities.
Seventh - Intentionally or through gross negligence causing damage to the property of the university, institution, college, or institute.
Eighth - Insulting national unity or religious beliefs.
Ninth - Verbally abusing a faculty member inside or outside the college or institute.
Tenth - Damaging the reputation of the university or institution through words or actions.
Eleventh - Intentionally disrupting the proper conduct of studies
Twelfth - Proof of committing fraud and deception against fellow students and members of the college or institute.
Article 6/
A student shall be punished with permanent dismissal from the college or institute by a decision of the university council and his registration shall be cancelled if he commits one of the following violations:
First - Repeating one of the violations stipulated in Article (5) of these instructions
Second - His actual assault on a member of the teaching staff or lecturers at the university, institution, college, or institute.
Third - His commission of a shameful act contrary to morals and public decency.
Fourth - His submission of any forged documents, books, or papers, knowing them to be forged, or his instigation of
forgery.
Fifth - His proven commission of an act that disrupts security and tranquility within the university campus, or his participation in or assistance in such an act. Sixth - His conviction for a felony or misdemeanor involving moral turpitude, for which the sentence exceeds one year.
Article /
First - Imposing the penalties stipulated in Articles (2), (3), (4), (5), and (6) of these instructions on the offending student does not preclude the imposition of other penalties if the violation falls under the purview of penal laws.
Second - If a criminal case is filed against the student for an act attributed to him outside the university campus, consideration of his disciplinary punishment shall be postponed until the criminal case is decided and a final judgment is issued.
Article 8/
First A. The Dean of the College or Institute shall form a Student Disciplinary Committee, chaired by the Assistant Dean and composed of two faculty members, one of whom must be a legal professional. An administrative employee shall be appointed as the committee's rapporteur.
B. The Dean of the College or Institute may seek the assistance of a legal professional from outside the college or institute to serve on the committee stipulated in paragraph (A) of this clause.
Second - If the committee deems that the student's actions constitute a crime under the penal laws, it shall recommend referring the student to the competent court.
Article 9/
No disciplinary penalty may be imposed unless recommended by the Student Disciplinary Committee.
Article 10/
The disciplinary penalties stipulated in these instructions shall be imposed by a decision of the College or Institute Council. The Council may delegate its powers to the Dean of the College or Institute.
Article 11/
First - A student expelled from the College or Institute may appeal the expulsion decision to the Administrative Court in accordance with the law
Second - The periods of separation stipulated in these instructions shall not be counted as periods of absence stipulated in Article (9) of the Examination Instructions No. (134) of 2000
Article 12/
This article was deleted by First Amendment No. 169 of 2018.
Article 13/
The disciplinary decision shall be posted on the notice board of the college or institute for a period of not less than (15) days, and the student's guardian shall be notified of it in writing.
Article 14/
Higher Education Student Discipline Instructions No. (19) of 1989 are hereby repealed.
Article 15
These instructions shall be implemented from the date of their publication in the Official Gazette
