First: Morning Studies

  1. The student must hold an Iraqi Preparatory School Certificate endorsed by the General Directorate of Education in the governorate, or an equivalent certificate along with the quick response code (QR-CODE) for document verification, according to the specific admission criteria for each specialization.

  2. The student must be born in 1995 or later.

  3. The student must be a full-time student. Combining employment and studying simultaneously in morning universities, colleges, and institutes is not permitted. This includes employees of all state institutions, provided that their continuation in studies is contingent upon obtaining a study leave from their departments from the outset, in accordance with applicable instructions, within a maximum period of one month from the date of commencement of studies. Combining two studies is also prohibited; if proven otherwise, the Ministry of Higher Education and Scientific Research / Department of Private University Education will be notified to cancel the student's admission.

  4. Three colored copies of the Iraqi Civil Status ID or the Unified National Card for each of (the student, the mother, and the father).

  5. (6) recent photographs.

  6. Medical examination form.

Second: Evening Studies

  1. The student must hold an Iraqi Preparatory School Certificate endorsed by the General Directorate of Education in the governorate, or an equivalent certificate along with the quick response code (QR-CODE) for document verification, according to the specific admission criteria for each specialization.

  2. Three colored copies of the Iraqi Civil Status ID or the Unified National Card for each of (the student, the mother, and the father).

  3. (6) recent photographs.

  4. Medical examination form.

  5. Combining two studies is not permitted; if proven, the student’s admission will be canceled.

  6. Students currently enrolled in morning studies are entitled to transfer to the corresponding evening study, and the College Council is authorized to grant such approval.

  7. Adopting the same university calendar announced for morning studies.

Third: Regulations for Applying via Special Channels:

1. Families of Martyrs:

  • Eligible Categories: Families of martyrs of the disbanded Ba'ath party crimes, families of Popular Mobilization Forces (PMF) martyrs, and families of martyrs of military operations and military errors, in addition to the wounded covered by Law No. (57 of 2015) (the wounded individual only).

  • Tuition Fees: 50% discount on tuition fees for each department.

  • Grade Addition (Medical): 5 additional points are added to the average of applicants to the medical group (General Medicine, Dentistry, Pharmacy).

  • Grade Addition (Other): 8 additional points are added to the average of applicants to other specializations.

  • Procedure: Fill out the online application form dedicated to martyrs' families and visit the Martyrs Foundation for authentication.

  • Follow-up: Check the student’s account daily to ensure the activation of the martyrs' channel and verify registration at the private college/university under this channel.

2. Political Prisoners:

  • Eligible Categories: Prisoners, political detainees, and Rafha internees who were imprisoned, detained, or held under the former Ba'ath regime.

  • Admission Margin: Admission with a 3-point variance below the minimum average requirement announced in the introductory guide, restricted exclusively to evening studies.

  • Verification: Eligible students are identified exclusively through the Political Prisoners Foundation.

  • Follow-up: Check the student’s account daily to ensure the activation of the political prisoners' channel.

3. Media Professionals (Journalists):

  • Age Requirement: The student must be born in 1994 or earlier.

  • Eligibility: Talented individuals in media and journalism skills with 10 years of service in media institutions officially recognized by competent authorities—exclusively graduates of all vocational study branches, Teachers' Institutes, and Fine Arts Institutes—are entitled to apply via the Media Channel.

  • Exclusions: Graduates of Islamic studies, schools affiliated with the two Endowments (Shia and Sunni), and Tourism and Hospitality Institutes from the academic year (2019–2020) and prior are not eligible to apply via this channel.

  • Authentication: Endorsement of service must be certified by the Iraqi Journalists Syndicate, the Communications and Media Commission (CMC), or the Iraqi Media Network, following its initial certification exclusively by the employing media entity.

  • Application: Application is conducted through the designated electronic form after its activation via the Journalists Syndicate.

  • Follow-up: Check the account daily to confirm channel activation.

4. Admission under Law No. 15 of 2016:

  • Eligible Categories: Personnel of the Armed Forces, Internal Security Forces, National Intelligence Service, National Security Service, Popular Mobilization Forces, Counter-Terrorism Service, and other security agencies.

  • Mode of Study: Admission is restricted exclusively to evening studies.

  • Police Commissioners Institute Graduates: Admitted exclusively to evening studies within humanities faculties.

  • Attendance: Admitted students must adhere to the designated attendance quota.

  • Hosting Restriction: Hosting students admitted via this channel to morning studies is strictly prohibited.

  • Approvals: The Ministry of Interior requires the Senior Undersecretary's approval of no-objection for the applicant, alongside no-objection approvals from higher authorities for other agencies.

  • Vocational & Diploma Holders: Covered personnel who hold vocational preparatory certificates or technical diplomas are eligible to apply to evening studies.

  • Application: Conducted through the online portal of the Department of Private University Education.

5. Top 30% Graduates of Institutes (Technical Diploma Holders):

  • Eligibility: Admission of institute graduates to corresponding/matching specializations.

  • Calculation: The top 30% ratio is calculated per specialization independently, rounding up fractions in favor of the student.

  • Employment Constraint: Students are not permitted to combine employment and study in the morning program.

6. Social Protection Beneficiaries:

  • Eligible Categories: Students or one of their first-degree relatives (father or mother) who have an active record within the Social Protection Authority's database.

  • Tuition Fees: 50% discount on tuition fees across all departments, applicable to evening studies only.

7. Quran Memorizers:

  • Eligibility: Open to all preparatory study graduates.

  • Exemption: Students who have memorized the entire Quran and are admitted through this channel are completely exempted from tuition fees.

  • Testing: Applicants must pass an evaluation by a specialized international arbitration committee authorized by the Ministry of Higher Education. The test is re-administered annually at the beginning of each academic year to verify continued memorization; otherwise, the fee exemption privilege will be revoked.
