1. Introduction
The University of Warith Al-Anbiyaa is committed to protecting water resources and preventing water pollution through the implementation of sustainable environmental management practices across all university operations. Located in Karbala, one of Iraq's most water-stressed regions, the University recognises that safeguarding water quality is essential for environmental sustainability, public health, and responsible resource management.
The University adopts a precautionary approach to pollution prevention by integrating wastewater treatment, hazardous waste management, stormwater control, sustainable landscaping practices, environmental monitoring, and community awareness initiatives into its daily operations. Through these measures, the University seeks to minimise environmental impacts and contribute to the achievement of Sustainable Development Goals (SDGs) 3, 6, 11, 12, and 15. The provisions of this Policy are implemented throughout the campus and are subject to regular monitoring and review to ensure continual improvement and compliance with applicable environmental regulations.
2. Purpose
This Policy aims to:
- Prevent contamination of surface water, groundwater, drainage systems, and surrounding ecosystems arising from university activities.
- Ensure that wastewater generated on campus is appropriately treated, monitored, and managed.
- Minimise pollution risks associated with laboratory operations, maintenance activities, landscaping practices, and campus infrastructure.
- Promote responsible environmental stewardship among students, staff, contractors, and visitors.
- Ensure compliance with Iraqi environmental legislation and recognised environmental management practices.
- Establish a framework for monitoring, reporting, and continuously improving water pollution prevention measures.
3. Scope
This Policy applies to all University facilities, operations, activities, and individuals operating on behalf of the University, including:
- Academic colleges, departments, research centres, and administrative units.
- Laboratories, workshops, maintenance facilities, and service areas.
- Campus infrastructure, drainage systems, wastewater treatment facilities, and irrigation networks.
- Students, staff, researchers, contractors, suppliers, and visitors.
All individuals and entities operating within the University are expected to comply with the requirements set out in this Policy.
4. Wastewater Management
The University shall maintain and operate wastewater treatment systems to ensure that wastewater generated on campus is treated prior to reuse or discharge.
The University shall:
- Prohibit the discharge of untreated sewage or wastewater into public waterways, stormwater systems, or municipal drainage networks.
- Operate wastewater treatment facilities capable of producing treated water suitable for approved reuse applications.
- Monitor treated wastewater quality against applicable environmental standards.
- Maintain records of wastewater treatment performance, water quality testing, and discharge volumes.
- Implement measures to identify and address operational deficiencies that may affect wastewater quality or treatment efficiency.
- Promote the reuse of treated wastewater where environmentally appropriate and legally permissible.
5. Hazardous Materials and Laboratory Waste Management
The University prohibits the disposal of chemicals, solvents, oils, laboratory reagents, hazardous substances, and other potentially polluting materials into sinks, drains, surface water systems, or soil.
To prevent water contamination, the University shall:
- Maintain designated hazardous waste collection and storage facilities.
- Implement procedures for the segregation, labelling, handling, storage, transportation, and disposal of hazardous materials.
- Ensure hazardous waste is collected and disposed of by authorised and licensed waste contractors.
- Maintain records of hazardous waste generation and disposal activities.
- Provide appropriate containment systems to prevent accidental releases.
- Deliver regular training programmes covering chemical safety, waste segregation, spill response, and pollution prevention.
6. Stormwater and Runoff Management
The University shall implement infrastructure and operational measures to minimise pollution associated with stormwater runoff and surface water drainage.
These measures include:
- Rainwater harvesting systems designed to reduce runoff volumes and support sustainable water use.
- Vegetative buffer zones, bio-swales, and other natural filtration systems to intercept pollutants before they enter drainage networks.
- The use of permeable paving and sustainable drainage solutions in new developments and infrastructure projects.
- Routine inspection and maintenance of drainage channels, collection points, and stormwater infrastructure.
- Prompt removal of debris, sediment accumulation, and any identified sources of contamination.
- Integration of stormwater management considerations into campus planning and construction activities.
7. Landscaping and Irrigation Management
The University shall promote environmentally responsible landscaping and irrigation practices that minimise pollution risks and support sustainable water management.
The University shall:
- Prioritise the use of environmentally friendly and biodegradable landscaping products where practicable.
- Restrict the use of chemicals that may adversely affect water quality.
- Utilise smart irrigation technologies and soil-moisture monitoring systems to optimise water use and reduce runoff.
- Monitor irrigation performance and investigate unusual water consumption patterns.
- Conduct periodic reviews of landscaping materials and chemical applications to ensure environmentally responsible use.
- Promote landscaping practices that protect soil health and reduce nutrient leaching.
8. Monitoring and Compliance
The University shall maintain a structured monitoring and compliance programme to evaluate the effectiveness of water pollution prevention measures.
The programme shall include:
- Regular wastewater quality testing and performance assessments.
- Periodic inspection of drainage systems and stormwater infrastructure.
- Hazardous waste management audits and record reviews.
- Environmental performance assessments of landscaping and irrigation activities.
- Independent environmental audits where appropriate.
- Maintenance of environmental monitoring records and supporting documentation.
Monitoring results shall be reviewed regularly to identify opportunities for improvement, ensure compliance with applicable standards, and support informed environmental decision-making.
9. Awareness and Training
The University recognises that awareness and education are essential components of effective pollution prevention.
- To support environmental responsibility across the campus community, the University shall:
- Deliver regular awareness campaigns addressing water quality protection and pollution prevention.
- Provide environmental training programmes for staff, students, researchers, contractors, and relevant stakeholders.
- Promote best practices for chemical handling, waste disposal, and environmental stewardship.
- Display educational materials and guidance in laboratories, workshops, residential facilities, and public areas.
- Encourage participation in sustainability initiatives, environmental events, and community engagement activities related to water conservation and pollution prevention.
10. Emergency Spill Response and Regulatory Coordination
The University shall maintain comprehensive emergency response procedures to minimise environmental harm resulting from accidental spills, chemical releases, wastewater incidents, or other pollution events.
The Emergency Spill Response Framework shall include:
- Clearly documented procedures for identifying, reporting, containing, and mitigating pollution incidents.
- Defined communication and escalation pathways to ensure timely response by relevant personnel.
- Immediate containment measures to prevent pollutants from entering drainage systems, soil, groundwater, or nearby water bodies.
- Availability of appropriate spill response equipment and materials in areas where hazardous substances are stored, handled, or used.
- Incident investigation procedures to determine root causes and identify corrective and preventive actions.
- Documentation and retention of incident reports, response records, and corrective action plans.
- Periodic testing and review of emergency response procedures through drills, exercises, and training activities.
The University shall cooperate with relevant governmental and environmental authorities when responding to significant environmental incidents and shall fulfil all applicable reporting obligations required under Iraqi environmental regulations.
Where an environmental incident occurs, the University shall undertake a post-incident review to evaluate the effectiveness of the response, identify lessons learned, and implement improvements to prevent recurrence.
11. Review
This Policy shall be reviewed every two years, or sooner where required by legislative changes, operational developments, environmental risks, audit findings, or emerging best practices.
The review process shall assess the effectiveness of the Policy, evaluate compliance performance, and identify opportunities for continuous improvement in water pollution prevention and environmental management.
